In Vue, you can model a lot of things. In this tutorial, I am going to show you one method for creating a tornado.

So, let's begin. Create a new scene and load any atmosphere you like from the 'Bad weather' collection. I am using the 'Hurricane' atmosphere in this tutorial.
The technique is pretty simple. Create a cone (Shift+O) and rotate it to 180 degrees along the Z-axis.
Just select the 'Numerics' tab, highlight the 'Orientation' button and enter 180 in the 'Pitch' field.

Stretch the cone along the Z-axis in the 'Side view'. Place the cone like in my picture below.

Apply the 'Thick gray smoke' material from the 'Volumetric' collection. Make a copy of the cone and place it a little bit higher. Create another copy and place it higher than the second one.

Repeat the copying operation again and again…   ; )
For instance, my tornado contains forty cones, three torus and one sphere in the bottom. You can resize some of the cones to create a volume.
We can make our life simpler by using the 'Replicate' feature.(Edit > Scatter/Replicate Objects). Select your cone and open the 'Scatter/Replicate' window. In the 'Moves copies of…' box, enter 30 in the Z field.
Try to generate five copies, for example. (see picture below)

Improve the position of each cone if needed. You can use the 'Replicate' feature for the small groups of cones.

Because of the volumetric material, your rendering time can be quite long.
However, you can reduce the render time by grouping the objects.
So, don't forget to group all your primitives when you finish.
